Rui Manuel Parente Chancerelle de Machete is a Portuguese lawyer and politician.

Biography

He graduated in Law from the University of Lisbon and also a complementary Course in Political-Economic Sciences, in 1963. He obtained the Calouste Gulbenkian awards from the Calouste Gulbenkian Foundation in 1960 and 1962.

He has been a lawyer since 1964, mainly dedicated to Administrative Law .

In addition to law, he was an assistant at the Faculty of Law of the University of Lisbon, a visiting professor at the Faculty of Law of the Catholic University of Portugal and a visiting professor at ISCTE.

He also directed the Legal Department of Companhia Portuguesa de Electricidade, from 1969 to 1981, and of Energias de Portugal, until 1985, where he was an advisor to the Management Board until 2006.

By designation of the Portuguese State, he was a director of Banco de Portugal from 1981 to 1983 and, subsequently, a director of the Luso-American Foundation ( FLAD ), since its creation in 1985, and, afterwards, president of the respective Executive Council, for more than 20 years, until 2010.

He was a legal consultant at the law firm PLMJ & Associados, in Lisbon.

He also held the positions of president of the International Federation of European Law (1990-1992), member of the Governing Council of the European Foundation Center (1997-2000); he was founder and president of the Oliveira Martins Foundation, linked to the PSD.

Political career

Founding member of SEDES , in 1974 he joined the Social Democratic Party, shortly after its founding, in May of the same year. He became acting president of this party in 1985. (As with most Portugese parties, the name is a bit of a misnomer. SDP is liberal-conservative).

He was elected deputy to parliament (1976-1980 and 1985-1995), and several times called to government functions. In Parliament, he was also chairman of the Commissions for the second and third constitutional revisions, in 1989 and 1992, respectively.

The first time he joined a government occurred in the aftermath of April 25, 1974, when Admiral José Pinheiro de Azevedo called him to the VI Provisional Government (the last provisional government, before the 1976 legislature elections were held) - in that government he was Minister of Social Affairs.

In 1983, in the government of the so-called Bloco Central (coalition between PS, by Mário Soares, and PPD-PSD by Carlos Mota Pinto ), he was Deputy Prime Minister and Minister of Justice, from 1983 to 1985.

30 years after being nominated for a government position for the last time (1983) Rui Machete appears as Minister of Foreign Affairs of the XIX Constitutional Government, formed by PSD and CDS-PP, under Prime Minister Pedro Passos Coelho. He took office on July 24, 2013, succeeding Paulo Portas in the remodeling carried out as a result of his resignation. He would again be sworn in as Minister of State and Foreign Affairs on October 30, 2015, which lasted only one month, until November of the same year.
