Raymond McGovern is a former CIA veteran who chaired National Intelligence Estimates and personally delivered intelligence briefings to Presidents Ronald Reagan and George H. W. Bush, their Vice Presidents, Secretaries of State, the Joint Chiefs of Staff etc.

Ray McGovern is a former CIA analyst from 1963 to 1990 and Robert Gates' branch chief in the early 1970s. McGovern now serves on the Steering Group of Veteran Intelligence Professionals for Sanity (VIPS).[1]

About 9/11, Ray McGovern stated "I think at simplest terms, there’s a cover-up. The 9/11 Report is a joke."

In 2011 he said that even though the 9/11 attacks occurred more than a decade prior, the US Congress was continuing to exploit them to pass "evermore Draconian laws", rolling back civil liberties and he noted that the US senate had signed off on the military's policy of indefinite detention without trial.[3]
