Ralph F. Goff is a CIA spook who was six-time Chief of Station. He was declared persona non grata by Germany in 2014.[1][2]
Career
He joined the CIA in 1985. He participated in CIA operations in Helsinki (Finland), Vienna (Austria), Tbilisi (Georgia). For some time he was Chief of Station at the CIA office in Sofia, Bulgaria.
According to available information, his wife - Jennifer also has experience in espionage work and working for the CIA. Jennifer Goff (Jeniffer Goff) in 2004, as an employee of the U.S. Embassy in Uzbekistan, was expelled from Tashkent for espionage activities.[3]
He was expelled from Germany in 2014 after a German CIA agent was discovered in the intelligence agency bND.[4]
As Chief of Operations, he gave Ukraine extensive support and training in the buildup to the 2022 Ukraine-Russia war.[5] After his retirement, he said the US was too risk-adverse in arming Ukraine to fight Russia.[6]
He left the agency in October 2023, but in March 2025 accepted John Ratcliffe's offer to become Deputy Director for Operations[8], before being abruptly removed from consideration in April.[9]
He speaks Russian, German and Finnish.[10]
Later activities
Goff became a partner at Barrett George International LLC circa February 2024.[11] He also worked for Catalyst, Qrypt and Dataflow Security.[10]
