The story from a US perspective: The current texts of the Mass date back to the 1970s. A new translation is needed. The ICEL (International Commission on English in the Liturgy) worked on it from the 1980s to 1998, when its proposed new translation, after being approved by vote by the bishops, was sent to Rome for approval. New guidelines for translation were promulgated by Rome in 2001 and the 1998 missal was rejected by Rome in 2002. A new ICEL committee was created by Rome, worked on a new translation following the new guidelines, and their translation ("gray book") was approved by vote by the bishops in 2008, then sent to Rome for approval. Approval was granted in March 2010 and it was presented to Pope Benedict in April 2010 ("Received Text"). It was announced that the new texts would be used starting at the end of 2011.

The 2008 version is not public but hundreds of people have access to it, and many excerpts have been quoted. This website has pieces of the gray book (the antiphons, propoer of seasons, and proper of saints). The 2010 Received text, for the most part, is not yet public, but this website has both excerpts (Missal Received Text files) and its entirety (Moroney Missal files). It turns out that the 2008 and 2010 versions are very different, and the present file is an internal report detailing the most problematic changes from the 2008 version to the 2010 version.
