The correspondence comprises 4 x emails concerning Galalea's request for permission to stage a one man protest of the Lawn of the Council's building in Strasbourg. The final email reads as follows:

Before I make public the Council of Europe's refusal to respect EU and international law in respect to the right of protest in order to hide Europe's shame and its own complicity in the surveillance and censorship program of the academic environment that I have uncovered, I want to make sure this is the Council's last word on the matter.
