Deep state groups are very similar to to the legal definition of conspiracy: An agreement between two or more persons to engage jointly in an unlawful or criminal act, or an act that is innocent in itself but becomes unlawful when done by the combination of actors.

Deep state groups are people who meet - in strict secrecy, confidentially or even fairly openly - to discuss common concerns and coordinate to seize or maintain power.

Deep state groups tend to be hierarchically organized, not democratic, where strong, rich and powerful leaders set the agenda and decide who can join.

The groups also are undemocratic in that the population is never or only rarely given a glimpse of the behind the scene machinations to maintain power.
