This illegal CIA human research program was run by the Office of Scientific Intelligence. It was an official U.S. government program and began in the early 1950s, continuing at least through the late 1960's, using United States and Canadian citizens as its test subjects - largely without their knowledge or consent. It spawned many sub-projects/operations and, whilst they were officially terminated following the Church Committee and Rockefeller Commission investigations of the early 1970's, there is a mountain of evidence that they have continued in secret and with hadly a hiccough ever since.
