According the Mexican researcher Edgar González Ruiz, the CIA station chief gave his orders not only to representatives of USAID, the NED, the IRI (International Republican Institute) and the NDI (National Democratic Institute), but also of the PADF (Pan American Development Foundation), the Arias Foundation and "Hagamos Democracia" that brings together the coup sectors of the Catholic Church as well as the Federation of Non-Governmental Organizations for the Development of Honduras (FOPRIDEH) and the Metropolitan University of Honduras.[2].
