Education
Cary studied English at the University of Oxford 1970-73. During a career break in the early 1980s he took an MBA at Stanford Business School on a Harkness Fellowship.[1]
Career
He was British Ambassador to Sweden (2003-6) and High Commissioner to Canada (2007-10). Previous diplomatic postings included Berlin, Kuala Lumpur and Washington DC. He served twice on secondment to the European Commission in Brussels, as deputy head of Leon Brittan's office there, and as head of Chris Patten's.[1]
Since 2011 he has been Chairman at the British Committee of the Canada UK Council.[2]
Interfering in Canadian affairs
In Canada, his task was urging Ottawa, in public, to do more to combat global warming, by trying to influence policy by influencing public opinion. The High Commission had a four-person staff devoted to climate change. Cary worked with environmentalists and with business groups to encourage "putting a price on carbon". He wrote letters to newspapers suggesting they urge the Canadian government to take more action, and held speeches and went on television.
He also worked to tie Canada to the US. "We all understand why the American political landscape makes it impossible for the President to pursue the policy,".. "but I think he would, in his heart, like to be pricing carbon into the economy. I feel as if in the Canadian Prime Minister's heart, he'd rather not. So yoking Canada to American policy appears to be quite convenient."[3]
