On 30 September 2022, following referendums held in four regions of Ukraine, Russian President Vladimir Putin proclaimed the incorporation of Donetsk, Luhansk, Kherson and Zaporizhia into Russia.[1]


“This is the will of millions of people,” President Putin said in a speech before hundreds of dignitaries at the St George’s Hall of the Kremlin. "People living in Luhansk, Donetsk, Kherson and Zaporizhia regions are becoming our compatriots forever. We will defend our land with all our strength and all our means," he said, calling on "the Kyiv regime to immediately cease hostilities and return to the negotiation table."[2]
