What is the relationship between this category and Category:Black_Operations?

Is the category tree deliberately a tree? What is we made it a directed acyclic graph (DAG)? Or even a general graph? Would this break anything?

Capitalization

Ideally, let's keep a standard on capitalization, I suggest more capitals rather than less for categories, to match the existing categories. Maybe put this in a policy somewhere...
