Sheila Birnbaum was made 'special mediator' of legal claims by families who did not initially accept payments from the 9-11/Compensation fund established under Kenneth Feinberg. As with that fund, anyone filing a claim with this fund, was required to "waive the right to sue any of the entities that ran the rescue, recovery and cleanup efforts at ground zero, including private contractors and the City of New York.
